چکیده
After the 2008 financial crisis, international policy reforms were adopted on various aspects of derivatives markets, highlighting need for precise and consistent rules. We examine making rules concerning resilience, recovery resolution central counterparties (CCPs), which form acritical global infrastructure. argue that regulators played an important role in setting relatively standards CCPs over time. Facing common challenges, such as market fragmentation interlinkages between issues, fostered a problem-solving approach transgovernmental networks. also identify coordination tools used by regulators.

How Safe are Central Counterparties in Derivatives Markets?
We propose a general framework for estimating the vulnerability to default by a central counterparty (CCP) in derivatives markets. Unlike conventional stress testing approaches, which estimate the ability of a CCP to withstand nonpayment by its two largest counterparties, we study the direct and indirect effects of nonpayment by members and/or their clients through the full network of exposures...

Regulatory changes are transforming the multitrillion dollar swaps market from a network of bilateral contracts to one in which swaps are cleared through central counterparties (CCPs). The stability of the new framework depends on the CCPs’ resilience. Margin requirements are a CCP’s first line of defense against the default of a counterparty. To capture liquidity costs at default, margin requi...
متن کاملThe Emergence and Future of Central Counterparties
We explain why central counterparties (CCPs) emerged historically. With standardized contracts, it is optimal to insure counterparty risk by clearing those contracts through a CCP that uses novation and mutualization. As netting is not essential for these services, it does not explain why CCPs exist. In over-the-counter markets, as contracts are customized and not fungible, a CCP cannot fully g...

We construct a model of policy reform in which two players continually search for Pareto improving policies. The players have imperfect control over the proposals that are considered. Inefficient gridlock takes place due to the difficulty in finding moderate policies. The reform process is path dependent, with early agreements determining long-run outcomes. The process may also be cyclical, as ...
